Exactly the way I would do this but it is kinda hard to be exactly on the right pixel so the background is smooth.

well the way I would've done it is, I would make just the whole image excluding text the background. Then I would have just put invisible divs on top for the various other items. Then I would just have that thing repeat in the middle which would enlarge with the content and the footer would be another div.
